That's not really practical. If games are in draft until after the submission deadline, then when submissions become visible, there will be no games to see. Remember that we all live in different time zones, so we can't be expected to get up at 2:00 a.m. in the morning (or whatever) just to change the game from draft to published. I think Ken's suggestion makes more sense, i.e. change it from draft to published within 48 hours of the submission deadline. In this way, all games will be visible when voting starts. If someone stumbles across a game within that 48 hours, then that's just too bad.

Incidentally, "4.1" in the rule change should be in bold.

That's  fine - we can change that. We're really just asking people to be sensible and work within the spirit of the competition in not having games visible for a long time beforehand, rather than policing a very strict rule here. 

I'll come up with a rewording.
