there's no good reason why it should be using that much gpu and the game doesn't close properly and continues to run after the game's closed, either something really sketchy is going on or the dev just doesn't know better. i'm willing to give the benefit of the doubt but only if these problems are solved whenever this is updated

Hello and thank you for playing our game and giving feedback! We're using the Early Access version of Unreal Engine 5 which comes with the new Lumen rendering system for realtime global illumination, apparently "it's normal" to 100% the GPU even if the game is running at high fps... We've made the basic mistake of not offering different graphics options at game start which would have made this playable for a lot more people, that will definitely be fixed in future versions.
