I re-checked and you also need some points for Ryen's eloquence from the first political meeting with Begus, where you talk with general Raven at Red Keep. However, if you make some bad choices, you can miss the necessary eloquence points.
I'll add an additional eloquence potion for the next update to ensure that people won't have this problem again.
