Okay. This is boss. I love the idea of re-translating something to get a hard to understand message conveyed to the other party. I also like how the title appears to have been run through the translation party. Ha! I ran a message through, and while I could understand it, I could see how someone else would be, "huh?" Here:

I wish for a peaceable exchange of technology

INTO JAPANESE                      私は平和な技術交流を望む

BACK INTO ENGLISH          I would like a peaceful technical exchange

INTO JAPANESE                      私は平和的な技術交流をしたい

BACK INTO ENGLISH          I want peaceful technical exchanges

INTO JAPANESE                      私は平和的な技術交流をしたい

BACK INTO ENGLISH           I want peaceful technical exchanges

Yeah! Everyone would technically like peaceful exchanges! Duh! What kind of dummy do you think I am? This means war! (Turns out equilibrium on that phrase was found within two translations, the result being the exact same as the input.)

I think the more elaborate the original phrase the more will change. I've tried it with 
"We would like to make you a generous offer if you can reciprocate."

And ended up as:

"Report of the service is performed."

This could prove to be a lot of fun :)
