Have you tried extracting it with Winrar?You can't run .rar files without extracting them first.
idk, my computer's weird and can't install winrar, but it's ok, i'll have a better one soon, the one I have nnow is cheap and broken. But thanks for helping!
Winrar is bloatware, just use 7-zip to open compressed .rar files
