Can the game be a game where it starts text based in an operating system with just a terminal, which is text-based, and you will be able to improve the terminal and get other programs to turn it into a fully-fledged desktop environment?
Yes! Just don't add a 2d player controller and you're fine! You can even make a 2d game where you give commands and then the graphics change!
