Nice concept, it really feels and plays like a good board game. :)

I did not get how the enemy fatigue worked, because even when they were not allowed to make a move, they still could kill my armies in the same room.

You could add a lot of depth with more options and enemies, this has the potential to become a great game!

The fatigue (that's a much better word for it than my "slow"; I'm going to steal that) only affects movement. I think I forgot to add that detail into the instructions! I.e. if they are fatigued, they can't move, but they still participate in any combats happening in their current room.
