I think it is caused by the speed being to high. As the ball moves, it is essentially moved in increments - the faster it is the bigger each step is. So if the speed is too high, the cue ball steps past the other ball between frames. To fix it, you'd have to make sure the speed isn't crazy high.

That'd be my guess for why it does that anyway.
