First, the game is need to be made in less than 3 hours. Second, i don't think that game is fits the theme. Yes, there are TV show "floating islands", but actions don't fit with the theme.
No it doesn't. You can make games that are made in more than 3 hours. It's just that they would receive slightly worse ratings than games made in less than (or equal to) 3 hours.
