Have you invite him to a fair yet? There some scenes and events during fair that you can gain his more likes.
I have. I don't know what's wrong. I even have an event when all 3 werewolves come to my house to play and I even choose Logan's collar, too
Then, have you go date with him in fair event yet? You could gain more likes there. Also firework with him too.
