probably because they are waiting for 5 hours for unity to build a good WebGL build to submit

legit i tried to submit a WebGL and unity could not get the size right
That's one of the reasons i love Godot. I literally was able to build the project, pack it into a zip and upload it in less than 5 minutes.
Its not worth the trouble imo just make a downloadable pc version. Thats what I did since the last time I used Unity WebGL it didn't even work in the first place.
