Cheers! The more blue-ish stuff is a very straightforward particle system setup so I assume you're talking about the dust "body".
It's a custom shader made with ShaderGraph (preview Unity feature), essentially a combination of Voronoi noise to wobble the body, and rotating simple noise to provide the swirling texture.
