I have this problem.
I downloaded the game again and the same thing happens
Run the prereq setup located at:[game folder]\Engine\Extras\Redist\en-us
See if that solves your issue.
Nope! The same problem.
I would try finding the problematic array index in the program and manually setting it to 0.
