when you choose one or another decision fed and rest should go from 100% to 0% or have to go slow from example:100% to 80% because goes direct down and end game is that a bug or a ¨feature¨ because everything i do goes end game losing to fed or rest from 100% to 0% just to know?

No, it should go from 100% to 90% , etc...

That's odd, what is your OS? Which country are you from ( some regions can switch between coma and dot and mess up the decimals in the game..)

And if you can also answer in which event card does that happen?( Or all of the event cards)

I'm playing on Windows 10, from Brazil. Doesnt matter the card, it always goes from 100 to 0 soon after you choose South or North.

windows10 and argentina , for what i can do sometimes event dont do nothing on fed and rest like stays in 100% and then other drop to 0% fed and hunger
