Have you tried using a third party file manager? I'm on a Note 10+ (not the same, but close enough), and that worked for me.
Yo i had this problem too a few years ago. I suggest you use a third party app like already suggested. For example i'm using the app "X-plore". It gives me access to nearly everything and i never had any problems with it^^
