That, or use the patch. For v0.16 I would recommend a complete redownload and restart, though it is not necessary.

Yes, a lot! And many story events are being remade.
Nope, it's just more reliable. Patching is done basically if you don't want to download a whole 10gB+, and already have the previous version.
v0.16 may have a higher chance than normal to cause errors if you only use the patch, but you probably won't miss anything.
