If i paid 5$ for version 0.10c, when version 0.11 comes out, i have to pay again?

So the way it works here, whenever new version of game comes out, it is behind 10$ paywall. After week or two, the price goes down to 5$, so if you pay 5$ now, you'll have access to .11 after the price goes down to 5$ again. You also can pay 10$ now and have instant access to .11 when it comes out (also, the 10$ purchase must be done as single payment, so itch.io won't recognize two 5$ payments as 10$, that's true of any game on itch unfortunately).

Yes, this is one time payment and then you have access to future versions, not only the 0.11. The main thing is, that if you pay 5$, you'll get access to future versions when they go on sale (usually something like two weeks after release of new version).
