your level is too low you are only level 13 of the required 15 to have the perk be selectable both acolyte and weapon master require level 15 just level up alittle
acolyte is mutually exclusive with weapon expert, mana expert,bloodlust and cannibalism
acolyte is for support builds specifically and is incompatible with weapons expert but feel free to keep putting a few more points into con its not going to go to waste every 8 gets you 20 sta (less due to tough but you get the idea)
