Assuming you're on the latest version of the app, you should be able to move the directory of games to a new location, then go to settings and manage the install locations to tell the app you moved things. Remove the old install location on the C drive, then add a new install location pointing to where you moved your games. Afterwards you can instruct the app to scan the directory for games and it will restore your library. Hope that helps.
