So.. After first year? Once per game? I.e. after two rounds.. :)?
The game consists of two rounds. Each round consists of every player taking one turn. At the end of the first round, everyone draws a shift card. The rules also describe "rounds" as "years," so yeah, you could also say you draw a shift card at the end of the first year.
