Ah the twist was a bit weak to be honest, the "twist" ended up being how the votes went back up. Originally I planned to have the audience realize that they didn't know what they were voting for "Bill in opposition to the heater installation bill" (so voting yay is in opposition to installing a heater? Does the bill refer to the project or the cost of it? etc.), so you'd have to keep fighting to make the votes swing back so the other side would win.
