I just gone through that.

get the bomb during curfew
talk to the NPC at the pub (first) and the NPC on the right at Town Hall
Make sure you have GAG Whiskey on your inventory
just follow the objective after that 'guard near the slum' event
use water barrel to douse fire.
You figure out the rest
