If you check the creator's Patreon, he is still working on the next update, but his computer is getting really old, and he can't afford a new one yet, so it's taking him twice as long to work on V0.4 as it did for V0.3, his last Patreon update was a progress preview in February of this year, so it isn't abandoned.
plus he's busy with school and work and all so managing time for the creator is kinda hectic with a low end PC. he gave a preview of 0.4 in his patreon you can check

i have a pc from 2010 which is nearly 13 years old now it runs flawlessly with all versions of renpy and then some ive never had any issues with it, a low end pc is no excuse, but work and school i understand of low end pc i can not. (i currently use my 2022 desktop for most things any more but i used to make games using renpy till i got this pc in 2022 i would understand more if it was older than 2010)

plus if it's made on HS1 i guess or maybe HS2 so it surely needs a good pc =_= compared to mine is 7yr old ig and it still doesn't works smoothly on it

you got a near ultimate pc maybe the dev got other issues and he's too lazy as he said so he used the pc problem as a cover?

Just half a year ago you said, "I have a very high grade pc one that's just a step below the ultimate pc I haven't seen this issue pop up for me in the slightest but i understand where you are coming from in the sense that it does lag because i have similar issues with other renpy games that have been fully completed as of recently, so that being said i do believe it might just be an issue with newer versions of renpy's software." Using that comment and this one are we to believe that your 2010 PC runs all versions of Renpy flawlessly but your almost ultimate pc doesn't?
A low end pc isn't a massive deal, but you haven't released a single game and you said you won't for +3 years, you lack perspective on this issue for many reasons. You're not in a position to make the assertions and judgements you are making here.
