I seem to be having a bit of trouble constructing the Marina tunnel. I've met the Lady of the Lake and gone to the water world, but I don't seem to be getting a prompt when I visit the marina. Am I missing something? Thank you.
You need to convince the owner to sell.
And the owner is Madison, get her to 4 hearts.
You’ve already met both fish girls so once you buy the Marina and build the tunnel you’ll find the option when vising the place.

I actually purchased the marina before meeting the fish girls since I blitzed Madison and Veronica's storyline, so I'm not sure if that has something to do with it or not....
