I'm on Windows 11. As for reproducing it, I just downloaded the zip file, unzipped it in a new folder and tried to launch the exe. It pops a console that disappear instantly, so I can't read what it says.
Is there a possibility you put it in a folder located in "Program Files (x86)" or "Program Files"? I for example put downloaded games within a folder in my Documents folder, since some Programs won't work if they're put into the aforementioned folders.
