Here’s how I would interpret the rules

Try to avoid reusing old art for the jam. You can use old designs for inspiration but art you make for the jam should be made during the jam.

Plugins should be fine within reason. Be sure to give credit to all plugins you did not write yourself in some way (readme file, credits, description, or all of the above).

RPG Maker default assets should be fair game.
