I'm not sure I understand how to play this. I drove up to the first passenger marker as instructed. When I stopped my car, the camera shifted to third person and the pedestrian started dancing. They never stopped dancing. Is this a bug? Is this a feature?

I have not experienced the bug you are describing, so it is interesting that it exists. What is meant to happen is when the player stops on one of the markers, the NPC walks up to the player's vehicle and gets in. If you can replicate it, I would appreciate it so I can try and get a work around for it
