i can understand that 10 dollar is a little for a lot of american/european countries, but from where i came from, 10 dollar when converted to my currency is a week worth of raw food (raw meat, vegs, rice, etc), might be more in other places
Don't know why it would be a bad idea, unless the country would somehow persecute you for being on this site, but in either case, that makes sense. Hope your situation improves
