How to do that ? I got quest to activate the nuke , can u cancel the quest? I haven't launch it yet
Basically, you don't launch ANYTHING and instead you SMASH the console so NO ONE can ever use it again.
You probably need to do both factions quest lines, have high-ish stats, and you DEFINITELY need to talk to the boss of the whorehouse.
She's the daughter of the gangleader, Rusty, and the true love of the Dustwaalkers leader, teh asian badass. She gives teh unity quest.

Charisma is stat that needs to be high-ish to do this. I think you need a total of 10? Though a few of those points can be gained from equipment and temporary buffs... I think you can get up to +3 at this point in the game with little difficulty, meaning a base Charisma stat of 7 would be needed. An even higher boost might be possible with some effort if you go out of you way for them.
