You have to increase your motivation but viewing the touching scenes. Just click on the android when she's around the apartment. You can only get 1 motivation point per touching scene so when you have 10 motivation points, go to the tech menu at the top of the screen to unlock more scenes. If you view the scenes you get from the tech menu, you can get more motivation and skill points.
