This is surprisingly good. I like the sound design a lot. With a bit more polish this would be really fun, I think. The way the cities develop is actually really cool to watch.
I think you'd get a lot more buzz if this didn't require installing on your computer - that's a bit scary for a gamejam game. Maybe as a browser game instead.
