It really does feel like reverse pac-man, so congrats on doing a good job with the theme! Everyone knows the most fun part of pac-man is chasing the ghosts anyway so this is just a whole game of that.
Pac-Man seems to not prioritize getting the power-up even in situations where he could kill the ghosts, so maybe a little more tuning there would've helped the game feel more complete or make the AI feel a bit smarter. As it is though, he is still very hard to catch.
It would also be fun if the ghosts had slightly different movement the way that they do in real pac-man.
Overall, I had a good time with this one, nice work!
