Is this your first attempt to run it? If not, was it fine until now or has it always been this way? 

Please right click the file > Properties > Security tab and double check that your profile has full permissions. I'm not sure how this could change (especially if it's only 1 profile). If your permissions are missing then you can add them back here, or if everything looks good then here is something else that has fixed a couple other fringe issues that some players have had, maybe it can work here as well:

  1.  Make sure your Windows is up to date (to make sure we are in a good starting position)
  2.  Press the Windows key, type "add or remove programs" and hit enter. Find Artifact in the list and uninstall it from there. (to start with a clean slate)
  3.  Download Visual C++ Redistributables Packages for Visual Studio 2013:
    https://www.microsoft.com/en-us/download/details.aspx?id=40784
  4. Right click the downloaded file and Run as Administrator (making sure you have the basics)
  5.  Press the Windows key, type 'command prompt'. Right-click command prompt and Run as Administrator. Type 'sfc /scannow' and hit enter (repairs potential corrupt files)
  6.  Restart your PC
  7.  Re-download latest Artifact files

I'll attempt these trouble shooting steps tonight. It's wiper bizarre since I've owned the laptop for a while. If those don't work it likely is my laptop dying.
