I always deactive the teleport stones in areas where I don't want the player to just leave, for different reasons depending on the area.
You can turn your stones back on by entering such a restricted area, like the bathhouse in Aldlyn or the beach at Amaranthe, and leaving it again. The command to turn the stones back on that was missing in Vampire's event is still in those locations and will fix your problem.
The game is not really broken, as the quest to go back to the magic spirit is not necessary to continue the story. But obviously it shouldn't be this way and I'll still fix the issue. ;)
If you can't get it to work again you could also send me your save file to Naughty-Netherpunch@web.de and I trigger the swtich for it manually.
The saves are in the www/save folder in windows. I only need the file with the number of the saveslot in which you want me to fix the issue.
