had a feeling something like that was causing it. Any recommendations to help fix it

If that is the issue it's caused by the write speed of the HDD itself. So unless you can install the game on a faster drive you won't be able to change much.

When during gameplay is the stuttering happening?

after like five pictures it starts then progressively gets worse the more I take pics.

Hey, I am using a Gen 4 NVME and still having random stuttering issues, I do not think its the write speeds being an issue. I'll send the specs on both my ssd's I have tried, if you need them.

There is little I can do for you now since the next patch is close and it changes basically everything in the game.
