Well, not sure if you refer to rar specifically or any compressed format but you can also put passwords on zip files.

If people are trying trying to use rar to compress it even more, there are certain zip models that surpass rar, they could also do 7z or KGB in that case, but I guess nobody would know how to open them...

Yeah, in anyway rar seems a quite weird choice nowadays.

It's what people know about because so many Windows computers come with WinRAR preinstalled, and they don't know any better. :-(

yeah that's true but nowadays I do think both zip and rar are already natively supported by windows if I'm not mistaken

If you're right, then we'll never be rid of the format again.
