Hello Musical74, you do need the Metal-Cutting Saw to make a hole in the wall in her bedroom next to yours before you can progress with her. Once you have the hole made, wait until night (or morning when it is raining) and interact with the hole to get the gloryhole scene again. Did you miss this step when you read the Guide? If not, then that is weird...
The locked door at the Welcome Center requires you to progress further with Rachel before she can gain the ability to unlock those locks.

OK that was weird, I apparently just needed to have the metal-cutting saw in my possession because Rachel made the comment that started things up again. Guess I just didn't realize that it had to be in my possession at night for her to make the comment about the crack in the wall. (Either that, or needed to do a little more on Ashley's quest first or have a little fun with Cherry, but those don't seem likely)
