It all comes down to circustance. For example, the horizontal 4 can be useful in the endgame when you have like 2 rows. Or at the start, all the things in F and F- are really useful, but getting anything in A tier or B tier or C tier is useless.
How circumstantially useful it is is a factor for its placement in the tier list
