He is a bit of a bastard. At this point though, I'm probably not going to tweak the difficulty on most things. Fights in CS are always a race, and the harder they get the more race-like they tend to become. If you're not already doing so, be sure to roughly keep track of which of the enemies are taking what damage: sometimes it's faster to lash out with a normal attack on one enemy after a few turns (like the green guy) to make sure he goes down NOW, rather that having to wait to recharge the more powerful attack. That said, sometimes you WILL just be screwed by RNG. That's somewhat by design: CS fights are meant to be part skill, and part luck. If you were always guaranteed a win by choosing the right menu options, there would be no tension to the fights. So, a little like a real fight that's close, it's partly about skill and partly about whether a window of opportunity opens up. That said, if you're saving as you're defeating mobs, and being careful with your timing and items, it shouldn't be TOO hard to get through that last leg of Entertainment District I.
