The harpy is supposed to have a label over her head and during the fight she's supposed to transform mid-fight into a futa Harpy and if you defeat the transformed futa Harpy she drops the key. At least that's what happens when I do my own play-test.

No label at all, it seem it was a soft lock. It's like the girl in the bench of the Kalstia (or sumtin) and the elf at the bottom of the elf village. They're seemed a important npc but soft locked for some reason.

The girl on the bench in Katselia town is not important.
As for what could cause this softlock I just don't know what it might be.

I found a way around it just spam healing items to set your tp to 0 then just fight till shes dead
