Not sure if going up to the next floor does anything. The story implies The Ghost is stuck in the sewers forever, but if that's true, it means there's no real goal to shoot for.
Originally there was going to be more of a story there as the ghost moved between floors (spoiler: boss fight at floor 100 to steal someone else's place in line to exit purgatory), but alas - ran out of time to implement :)
