You're supposed to eat the meat stew, and then enter Meat.
You're supposed to count the stars on the carpet upstairs. Look at the painting above it, then count the stars. Put the number of stars which represent a certain shape on the PC.
No, you aren't supposed to interact with the monsters.

How do I even get meat?

Go to the fridge while you have the meat cleaver equipped.

I'm not sure why variations of 9, 6, and 4 don't work.
Additionally, walking up to the fridge with the cleaver doesn't work.

It's always "It's not time for dinner yet"

You are NOT supposed to count the stars in the paintings; only the ones on the carpets!
To have dinner, you need to unlock your (in-game) computer first (and also water the plants)
