You have to activate "Touch UI" in the options. It should actually do this automatically in the tutorial when you use touch controls. Maybe a bug. Anyway, you can also connect a controller on your phone.

Even with touch UI activated I still cannot. In fact, i beat the entire game using touch UI as that is my only means to play via my tablet.
