Hi Ryen, 

For the ressource:  I suggest that you keep consept of giving ressources to repaire  important structure like fort. From that you could expand this fonction to other important and stategic point like a dameged borders, commun maintenances, suppling the diferent stores*, or even after a bandit raid if a group isn't been taken care of.  (your first idea is a very goodone too)

*you could also rework a bit the import export systeme if you choose to engage buizness with other country. (ex: vegetable/fruit, wood and other thing that the other country can not produce on their onw in good quantity an quality)

After that, there is the main probleme that people can spam the skip a turn.

I know that it could be dificult, but you could add some sort of puzzle/timer so that players won't be able to skip turns imediatly.
