for the THIRD time, getting the neutral/good ending of the war is possibile regardless of the choices, just visit thane before going with the chief's plan at the very end and buy that emblem in the demon city's auction, then visit the painting at the bull temple.
The choices and their consequences are listed in that tab you sent. < and > are those symbols used in simple algebra to say "less" and "more", <= and >= are "less or equal" or "more or equal". so, for the lizards being hanged, for example, if Axel's suspicion points are less or equal to 3, you can save them.
Of course, you can't save everyone and get every "husband" and their scenes in one playthrough, it's part of the reason there are multiple routes.
