Yo so I've done all the quests that I can but Milla just vanished at 7/30 and it says go outside? Seems like the quest bugged out but I'm not sure.

I have no idea what you're talking about, buddy. Milla actually can't disappear at all; she's only absent after 4:00 PM, and you can only interact with her at the bypass. Maybe you mean Palmira? Yeah, she does disappear after all her quests, and that's normal. Overall, just keep an eye on the quests.
