This is actually the second time this has happened to me. The first time, I didn't realize the tower was offline. This time it looks like I fixed the tower before I got the email and maybe that's how I broke it? I don't know.
So this is definitely a bug. Calling the drone for a pickup seems to reset it and fix it.
