for me this setting is working properly. disabling it will cause character model to ignore collisions with small things. maybe restarting save or game will help. if it won't simply get rid of all trash.
sorry for long time response. the reason for falling over when standing still may be low sleep or hunger. or if you ate rotten food. i guess setting not to fall over thash is working for you and you are falling over for different reasons.
