Well it depends on a lot of things, Sapphire Safari needs to be able to create files within the save location of your game as the photos you take are actual JPG's you can view. The game also needs to move those files into different folders and be able to delete the images it creates. If you do not allow the game to do that or have a special permission system it will have an error such as this.
If this is not the case you will need to describe in greater detail the setup configuration you're using to play the game. We cannot diagnose the issue without more details.
