So I got a reply from my friend who does the Android version.  He said it has something to do with a second save location.

Most Android games require that now since Android doesn't even allow the user to modify files in the default data folder location anymore without rooting, much less 3rd party programs. This is the first time I've had this permission requested for one though. It's a higher permission than necessary just to read/write a secondary location which is why it concerns me.

Then again, my knowledge is limited and I don't have a lot of Android programming experience, so I could be wrong.
